bibxml2rfc: a bibliography tool for xml2rfc

After all my complaining about the xml2rfc bibliography system, I decided to do something about it. I thought for a while about hacking xml2rfc itself, but after spending a while reading the crufty tcl code in xml2rfc, I decided it might be easier to do a secondary bibliography management tool in the style of bibtex.

FYI, Safari 3.0.4 and Firefox 2.0.0.12 on OS X 10.5 doesn't know about the CAcert Class 3 root, so the SSL is a little bumpy on there.

Also, I tried to "Preview" my comment and got:

Publish error in template 'Comment Preview Template': Error in tag: Error in tag: The MTCommentFields tag is no longer available; please include the Comment Form template module instead.
