The Tour de France riders list has been more or less
decimated due to accusations of blood doping
(autologous transfusions rather than drugs, but still banned).
Suspended riders include the two pre-race favorites, Ullrich and
Basso. I guess it's too late for me to get in shape and sign
up, though....

More to the point, it's way too late for you to design and implement your doping regimen so as to make it both undetectable and performance-enhancing enough to allow you to be competitive with the field....
The banned riders are not being replaced. You will just have to come to Montreal instead.
Another problem is that you have left it a little late in life to decide to become a professional athlete.
